    Last time I checked, the word “general” means that something applies to everyone across the board, not to specific groups defined by race, religion, age, or whatever other criterion.

    And you still did NOT answer the Question – where amongst the enumerated powers listed in Article I, Section 8 of the United States Constitution is the Congress authorized to create a medical system and mandate that private citizens take part in it?
